Minutes of the MS Teams meeting of Llanwrda Community Council held at 7.00 o’clock on Wednesday 17th January, 2024.

Minutes were accepted as correct.

4. Matters arising from the minutes:
9 (a) Play Area
The Inspection Report had been received from Carmarthenshire County Council and a copy sent to everyone. The Clerk to read through the report and let the Chairman know if there were any High Risk issues.
9 (e) Dog Fouling – School Lane
No further issues received.
9 (k) Bute Energy
No further updates received.
9 (a1) Christmas Tree Event – Llanwrda
The event was a great success and very well supported.
9 (a2) Power of Competence
Information regarding Power of Competence has been sent to every member, at the moment Llanwrda Community Council don’t qualify for Power of Competence.
The kind of activities the GPoC could be used for include:
Lending or investing money e.e. to support village or town activities, or to support and generate local businesses.
Providing discretionary support and activities e.g. taking over youth facilities or offering organized support (such as reading/numeracy assistants to schools)
Generating and selling green energy
Building and providing a range of community facilities.
9 (a3) Village Memorial Monument
A quote of £600.00 had been received from Griffiths Memorial for the refurbishment of the War Memorial. As this was work for a specialist it was discussed and agreed to proceed with the work.

Precept Payment
The December payment of £1,666.67 had been received.
(a) Budget 2024/2025 – Precept
The precept was discussed and it was agreed to raise the precept by £3,000.00 to £8,000.00 due to rising costs.
(b) Signing of quarterly financial statements and bank statements
Copies would be sent to Councillor M. Goddard-Pepperzak for signature.
Audit 2022/2023 report
Auditor General’s report and audit opinion
I certify that I have completed the audit of the Annual Return for the year ended 31 March 2023 for Llanwrda Community Council. My audit has been conducted on behalf of the Auditor General for Wales and in accordance with the requirements of the Public Audit (Wales) Act 2004 and guidance issued by the Auditor General for Wales.
Audit Opinion: Unqualified
On the basis of my audit, in my opinion no matters have come to my attention to give cause for concern that, in any material respect, the information reported in this Annual Return:
Has not been prepared in accordance with proper practices
That relevant legislative and regulatory requirements have not been met
Is not consistent with the Council’s governance arrangements; and
That the Council does not have proper arrangements in place to secure economy, efficiency and effectiveness in its use of resources.
Other matters and recommendations
There are no further matters I wish to draw to the Council’s attention.

9 (a4) Co-option of members
It was agreed that we need to co-opt further members. The Clerk to obtain further information from the Electorate Office and this information placed on Facebook and the Web-site.
