Minutes of the meeting of Llanwrda Community Council held via MS Teams at 7.00 p.m. on Wednesday 24th September, 2025

1. Apologies:
Councillor B. Auld has resigned as a Community Council, she is moving home from Llanwrda.
2. Minutes of the meeting held 16th July, 2025
Minutes accepted as correct.
3. Declaration of Interest
County Councillor A. Davies – Green GEN Cymru
Councillor B. Charles Davies – Green GEN Cymru, Wind Turbines
Councillor B. Charles Davies would be leaving the meeting while the Wind Turbines would be discussed.
4. Matters arising from the minutes:
9 (a) Play Area
Councillor M. Goddard-Pepperzak reported that there were no issues with the Play Area, she was also thanked for assisting with lowering the costs of looking after the Play Area by keeping it clean and free from rubbish.
9 (e) Dog Fouling
A new experimental system was available with CCTV cameras to help solve the problem with dog fouling, the Clerk to obtain further information.
9 (k) Green GEN Cymru
No updates to report.
9 (a7) Village Speed Limit
Get Safe had been at the top end of the village, the Clerk to ask if they could return but park outside Bridgend Garage.
9 (21) Beer Festival
The Beer Festival would be held in the Village Hall, Bar and Food outside, music inside. Councillor Lyn Rowlands had applied for a Licence.
9 (23) Junction A40
The poor lighting on the Junction had been reported to SWTRA.
9 (25) Roman Road
No further information regarding the SatNav signs.
5. Reports
5.1 (b) Report from County Councillor
(a) Carmarthenshire County Council have organised a consultation regarding Air Quality Survey, closing date 3rd October, 2025.
Llandeilo Bypass was mentioned – this would cost 88 million pounds – 2029
5.2 (b) Report from Cornwallis
It had been reported that at the moment no funds were available to proceed with the work.

A request for further information regarding the Training Needs of Councillors.

This to be discussed at the November meeting.

These to be forwarded to Councillor S. Goddard for signature by the next quarter.
(c) Community Councillors’ expenses
Community Councillors are allowed to claim expenses, details to be sent to every member and a form to sign whether they wished accept or decline expenses.

9. Urgent business
9 (26) Incorrect translation sign – Dolau Cothi Gold Mines
This had now been corrected.
9 (27) Blocked drains in the village
Mrs Anne Birdwood had reported that the drains in the village were blocked. County Councillor A. Davies had reported this issue and the drains had now been cleared. One of the drains had been covered with Tarmac.
9 (28) Benches in the village
A request was made to enquire regarding the purchase of 4 benches to be placed around the village. The Clerk to make further enquiries.
9 (29) Wind Turbines Bryncadwgan
Galileo – Bryncadwgan – 19 Wind Turbines. Consultation date closing 1st October.
County Councillor Arwel Davies had attended many public meetings in the area and reported back stating that there were at least 80 Wind Turbines connected with this project. He spoke about the approximate number of years this work would entail, the narrow country roads in the area, hedgerows, etc. Sheets of questions had been prepared which could be used when writing for further information. There were sites going to be in Lan Fawr, Waun Maen Llwyd.
This information was discussed in detail and it was agreed that the Clerk prepare a report and copies sent to everyone to add or delete any inappropriate information. The report to be sent in before the closing date.
