Minutes of the meeting of Llanwrda Community Council held at 7.00 p.m. at the Village Hall, Llanwrda on Wednesday 19th October, 2022

The Chairman welcomed Councillor Bethan Charles-Davies and Councillor M. Goddard-Peperzak to their first meeting as members of the Community Council

2. Minutes of the meeting held 21st September, 2022
Minutes accepted as correct.

3. Declaration of Interest

4. Matters arising from the minutes:

9 (a) Play Area
Following the inspection report and the costs involved, it was agreed to ask Adventure Playground to also quote for the work. Councillor J. Thompson agreed to inspect the Play Area. A meeting had not been held with Cornwallis regarding extra land for new play equipment and also to secure/lease agreement.

9 (2) Public Footpaths – Maintenance meeting
This was ongoing.

9 (xii) Removal of Tree
Carmarthenshire County Council confirmed that it is the responsibility of the landowner to remove the tree, and also the advice of a qualified Arborist should be obtained before the tree is cut down.

7 (d) Finance and Governance Tool Kit – WAG
This to be discussed at the January meeting.

Training Plan Template
This to be discussed at the January meeting.

9 (xiii) Blocked Drains
Carmarthenshire County Council confirmed that a highway inspector will check the drains along this particular section of road and any remedial actions will be taken if required.

5. Reports

5.1 (b) Report from County Councillor
(a) 20 m.p.h. speed limits would be introduced in 2023
(b) Warm places for the public – Ammanford, Carmarthen and Llanelli libraries
(c) CCC poverty fund – £130,000.00, apply for funding – closing date 18th November
(d) 2023/2024 – due to lack of funding services will be reduced in 2023/2024
(e) Carmarthenshire County Council cost of living helpline for support and advice.

No meeting has been held.

Donations
The request to support the Christmas Tree event in the village was discussed, and it was agreed that the Clerk to contact Mr Richard Rees for the costs involved. It was agreed to pay the costs on receipt of an invoice.

Audit 2021/2022
Nothing to report.

(a) Budget 2022/2023
This to be discussed at the November meeting in order to confirm the amount of precept.

(b) Signing of quarterly financial statements and bank statements
These to be signed at the January meeting.

(c) Signature – removal and adding
Councillor Bethan Charles-Davies agreed to become one of the signatories. The Clerk to arrange a mandate.

8. Public Question Time
No one present.

9. Urgent business

(a) Road is corroding – side road between Swn y Nant to Bridgend Garage
Following a lengthy discussion, Councillor M. Goddard-Peperzak was advised and agreed to complete the “Fix my Street” forms on the Carmarthenshire County Council web site.

(b) Speed on above road is still an issue
The County Councillor advised that 20 m.p.h. is being enforced on many roads in rural areas throughout Wales.

(c) Request to have it renamed to “access” only road
This was discussed at length and it was agreed not to pursue this issue.

(d) Remembrance Service
Councillor R. Jones was representing the Community Council at the Remembrance Service.

10. Date of next meeting
The next meeting would be held a virtual meeting, MS Teams at 7.00 p.m. on the 16th November, 2022. The Clerk to send the link to everyone at 6.50 p.m.
