Minutes of the meeting of Llanwrda Community Council held at 7.00 p.m. at the Village Hall, Llanwrda on Wednesday 21st September, 2022.

1. Apologies

2. Minutes of the meeting held 17th August, 2022
Minutes were accepted as correct.
3. Declaration of Interest

4. Matters arising from the minutes:
9 (a) Play Area
Councillor J. Thompson agreed to inspect the play area. The Clerk to contact B. Haworth to receive the play area inspection file. The Clerk had arranged for Wicksteed to carry out the annual inspection and this would take place during October at a cost of approximately £150.00. The Clerk to contact Adventure Playground regarding when the Wet Pour work would be caried out.
It was discussed and agreed to purchase extra play equipment, the Clerk to contact a Trustee of Cornwallis in order to discuss the way forward. Also, to discuss if we could secure a lease/agreement for the land that was being used for the play equipment.
9 (2) Public Footpaths – Maintenance meeting
This was ongoing.
9 (xii) Removal of Tree
The Clerk had contacted Carmarthenshire County Council but no reply received.
9 (xi) Co-option of Members
Two letters of interest had been received from: Mrs Bethan Charles Davies and Mrs Marianne Goddard-Peperzak. Both applications were discussed and considered and it was agreed they be co-opted as members of Llanwrda Community Council.
5. Reports
5.1 (b) Report from County Councillor
The proclamation ceremony for the Urdd Eisteddfod Llandovery was being held.
5.2 (b) Report from Cornwallis Trust Liaison
Absent from the meeting.
5.3 (b) Report from Police Liaison
Monthly meetings with the PCSO’s were being held, the Clerk to give Councillor R. Jones’ details to the police. The next meeting was being held on 26th September, 2022 at 2.00 p.m.

(a) Budget 2022/2023
Christmas presents or similar for the children of the village had been discussed previously, suggestions to be considered at the next meeting.
(b) Signing of quarterly financial statements and bank statements
These to be signed at the October meeting.
(c) Bank Signatures – removal and adding
This to be discussed at the next meeting.
(d) Finance and Governance Tool Kit – Wales Audit Office
The Clerk/Chairman to complete Part 1 and forward to every member in order to complete Part 2 of the Tool Kit
8. Public Question Time

9. Urgent business
(xiii) Blocked Drains
Mr Tony Birdwood had sent in photographs of the ongoing issue of flooding of the A482 after very heavy downpours. This was reported to Carmarthenshire County Council.
(Xiv) Welsh Dragon Flag
A replacement flag was required as the one on the Flagpole at the moment was worn, cost would be £134.24 plus V.A.T. It was agreed to purchase a new flag.
