CYNGOR CYMUNED LLANWRDA COMMUNITY COUNCIL

Minutes of the meeting of Llanwrda Community Council held via MS Teams on Wednesday 19th March, 2025.

Present:

1. Apologies

2. Minutes of the meeting held 19th February, 2025
Minutes accepted as correct.

3. Declaration of interest

4. Matters arising from the minutes:

9 (a) Play Area
Councillor M. Goddard-Pepperzak had inspected the Play Area and reported that there is Graffiti on some of the equipment and would arrange for photographs to be sent to the Clerk.

It was also reported that a fence had blown over by the Mansion House, Councillor M. Goddard-Pepperzak kindly agreed to send photographs to the Clerk.

Carmarthenshire County Council had inspected the Play Area and were arranging for the Community Council to receive a copy.

9 (e) Dog Fouling
Councillor B. Charles Davies had reported two issues of dog fouling to Carmarthenshire County Council.

9 (k) Green GEN Cymru/Bute Energy
A meeting was being held at Llanllwni. A further consultation was being arranged.

9 (a)4 Village speed limits
Nothing to report, Motor Bikes were continuing to speed along the Lampeter Road.

9 (a17/18) Moss on road to the Station
This had been reported.

9 (a19) Banc y Nos layby
Carmarthenshire County Council had contacted directly the individual who was complaining regarding the refrigerated lorries.

9 (21) Beer Festival
Councillor R. Jones confirmed that the Beer Festival would be held on 27th June, 2026.

5. Reports
5.1 (b) Report from County Councillor
Absent from the meeting.
5.2 (b) Report from Cornwallis Liaison
No updates received. A bookstall had been held recently.
5.3 (b) Report from Police Liaison
PCSO S. Griffiths had attended a meeting via MS Teams and copies of the minutes had been sent to every member. The PCSO stated that there was a system of “Meet the Street” with the Police when they visit villages and knock on people’s doors to enquire if there were any issues. This would be arranged. The closure of Llandovery and Llandeilo Police Station was mentioned and also the problem with people stealing Quad Bikes. The PCSO also agreed to attend Community Council meetings if he was working.

7. Finance
(a) Payments

(b) Donations
Requests were received from the following:
Marie Curie, Kids charity, Llangadog Eisteddfod, Armed Forces charity

(c) Bank charges
Lloyds Bank had changed their system and were now charging £4.25 monthly (service charge) and 50p for each cashed cheque. Councillor B. Charles Davies offered to call at Lloyds Bank, Ammanford to enquire whether we could have a different Account. The Clerk had already telephoned the Bank and they explained that these were the new service charges.

(d) Audit 2024/2025
Llanwrda Community Council were having a full Audit this year, copies of invoices, training information, Clerks Contract of Employment, Financial Regulations, etc. would be required.

‘D’ Day Flag
It was discussed and agreed to purchase a ‘D’ day Flag.
