Minutes of the meeting of Llanwrda Community Council held via MS Teams on Wednesday 19th February, 2025

3. Declarations of Interest

4. Matters arising from the minutes:
9 (a) Play Area
Councillor M. Goddard-Pepperzak reported that there are no issues at the moment in the Play Area.
9 (e) Dog Fouling
A lengthy discussion followed regarding Dog Fouling in the village, this at the moment was a major issue with dog mess continually found around the village. Therefore, the following was discussed and agreed:
(a) A formal complaint to be placed on the Carmarthenshire County Council web site.
(b) Request that Carmarthenshire County Council arrange for the Dog Warden to visit the village.
(c) A note to be placed on Llanwrda Facebook page requesting that dogs should not be left to wander around the village on their own. Owners should accompany their dogs in order to clear up any dog mess.
It was emphasised again that it was important that as many people as possible complain as individuals on the Carmarthenshire County Council website.
9 (k) Green GEN Cymru/Bute Energy
County Councillor A. Davies reported that there had been a meeting recently at Llanllwni with members of Steering Groups being invited to attend.
9 (a)4 Village Speed limits
A Speed Camera van had been present on Lampeter road.
9(a17/18) Blocked drains
The drains had now been cleared. The Clerk was asked to report the accumulation of Moss on the road to the Station.
9 (a19) Banc y Nos layby
The noise from Refrigerated Lorries parking in the lay-by had been reported to Carmarthenshire County Council. A reply had been received requesting individuals to send individual complaints direct to Carmarthenshire County Council.
Complaints were also discussed regarding the amount of polystyrene that was being left in the layby.,
5. Reports
5.1 (b) Report from County Councillor
The Annual Budget had been accepted with a 9.75% increase in Council Tax. A detailed report was given, with the Education Budget protected.
5.2 (b) Report from Cornwallis Liaison
Councillor L. Rowlands had sent a detailed update regarding the plans for Cornwallis, a meeting had been held last week with Bro Myrddin Housing, hopefully there will be definite news March/April. The following had been discussed, but was not final:
Possibly 2×3 bedroom houses, 4 x 2 bedroom houses, 4 x 1 bedroom flats.
The path, which is a right of way must remain. There will be a new service road, planning condition to protect the existing tree line. The Play Equipment to be moved over nearer to the Village Hall.

7. Finance
(a) Payments
No invoices to pay.
(b) Donations
Requests had been received from the following, but it had previously been agreed to only support local charities/organisations:
CISS, Menter Bro Dinefwr.
(a) Budget 2025/2026
The budget had already been agreed whilst discussing the precept. It would be updated in November.
(b) Signing of quarterly financial statements and bank statements
Reports had been prepared, Councillor S. Goddard had agreed to check and sign the financial reports.

9. Urgent business
9 (20) Policing issues
There was drug related issues within the village, it was agreed to arrange a meeting with our PCSO in order to obtain updates.
9 (21) Forthcoming Event
A meeting/discussion had been held at the Sextons, Llansadwrn and it had been agreed to organise a Beer Festival in Llanwrda, possibly end of June 2026. Sponsors/Volunteers, etc. were being sought. Further information will be given as soon as it becomes available.
