CYNGOR CYMUNED LLANWRDA COMMUNITY COUNCIL

Minutes of the meeting of Llanwrda Community Council held on Wednesday 17th March, 2021 at 8.00 p.m.

Present:

2. Minutes of the meeting held on 17th February, 2021
Minutes accepted as correct.

3. Declaration of Interest
None.

4. Matters arising from the minutes:

9 (a) Playing Field
Previous discussions had taken place regarding the purchase of a new Litter Bin. The Clerk to check with DHL Gwyn Fencing to enquire if a new litter bin was required.

8 (1) Road to Llanwrda Station – Moss on Road
This was on going.

8 (2) Road to Llanwrda Station – repairs to pavement, etc.
It was discussed and agreed that the whole area requires resurfacing, the Clerk to contact Carmarthenshire County Council.

9 (2) Public Footpaths
The Chairman had collected the report prepared by Richard Rees, this had been carried out in 2007. It was discussed and agreed to advertise for tenders for clearing, updating the furniture, walking man signs, etc. on all the public footpaths, we could also prioritise some of the footpaths. The Clerk had contacted the Public Rights of Way and they were happy to work with us as a Community Council. They emphasised that it is important to work closely with them as there will be various issues logged and waiting attention, some of which will be legal issues that may need careful handling. They had also agreed to prepare copies of the Definite Map and assist as to what information should be included on the Tender. Once the work had been completed leaflets could be made to encourage people to visit the area.

Keep Wales Tidy – Bird Garden
This has now been sorted and the equipment was being taken from Llanwrda Village Hall and placed in the Play Area at Ffairfach. The Clerk was told to claim expenses.

9 (ii) Village Speed Limit
This was continuing to be a major issue, the Clerk to contact the County Councillor.

9 (v) Dog Fouling
The Clerk to enquire for stickers to be placed on the Litter Bins.

9 (viii) Co-option of a Community Councillor
It was agreed that the Clerk give a Notice for Councillor J. Thompson to place on Facebook.

Donations
An appeal letter from the present Chairman of Carmarthenshire County Council (copies had been sent to members). This was discussed and agreed not to give a donation.

(b) Signing of quarterly financial statements and bank statements
Financial report to be sent with April minutes.

8. Public Question Time
No one present.

9. Urgent business

(b) Web Site
Councillor B. Haworth had asked that this be placed on the Agenda. It was explained that Llanwrda web site is a Community Council web site and not a Community Website. It would be possible for it to be changed to a Community Council but people would need to send information, stories, photographs for the web site. Also the policy would need to be changed regarding placing this information on the web site. Events were not being held at the moment due to Covid.

Fly Tipping
The Clerk to report to Carmarthenshire County Council regarding the amount of litter on the side of the road between the village and Capel Dewi.

(c) Internal Auditor
If the present Internal Auditor was unable to audit the Accounts it was agreed that the Clerk could deal with the matter.

10. Date of next meeting
The next virtual meeting would be held on Wednesday 21st April, 2021. After the meeting a request was received from the Chairman if we could possibly change the date to the 28th of April, 2021.
