Minutes of the meeting of Llanwrda Community Council held via MS Teams on Wednesday 18th September, 2024.

Present:

County Councillor A. Davies (joined the meeting only to give his monthly report)

The Chairman welcomed everyone to the meeting, and our new member Councillor S. Goddard.

2. Minutes of the meeting held 17th July, 2024
Minutes were accepted as correct.

3. Declarations of Interest

Reports

5.1 (b) Report from County Councillor
(a) Attended Wind Turbine meetings. Community Funds were available to the areas concerned, Galileo and Belltown.
(b) Pay increase for teachers – 11 million pounds more than budget.
(c) Cilycwm – no Polling Station at the moment, will find a suitable location in the future.
(e) Hedgerows being cut Thursday/Friday
(f) Speed limit Tabor Hill – no reply
(g) Many small Community Councils had a funds defect

4. Matters arising from the minutes

9 (a) Llansadwrn Play Area
Due to the amount of money spent on the Play Area this year, Councillor M. Goddard Pepperzak had volunteered to empty the rubbish bins. It was explained that she would not be covered by the Council’s insurance policy, but was happy to carryout the work. The Community Council were very grateful for the work. The Clerk would arrange for Hugh Gwynne to give the Key of the Bin to Marianne.

9 (e) Dog fouling
Nothing to report.

9 (k) Bute Energy/Green GEN Cymru
Letters had been sent to all the Landowners regarding entering on to their land.

9 (a4) Co-option of Members
Councillor S. Goddard had joined the Community and signed the Declaration of Acceptance of Office and given a copy of the Standing Orders. There continued to be further vacancies.

9 (a7) Village Speed Limits
Nothing further to report.

9 (a8) Pot holes/Fly Tipping
There continued to be pot holes between the Post Office and Parcnewydd, although work had been carried out on the smaller roads.

9 (a12) Mayor’s Networking meeting
Councillor M. Goddard-Pepperzak had attended a very successful meeting with several good ideas for the future, and it was important that everybody worked together. The next meeting to be held in November.

9 (a13) Removal of school sign
This had been reported and would be removed, but the Council would not remove the Children Playing sign.

9 (a14)Cutting grass on (a) T junction, Parcnewydd and (b) Bank of the boundary hedge (on the side of the road) be cut back
This had been reported.

9 (a10) Footpath Croes y Ceiliog
A copy of a Map showing the Path as private and a copy sent to everyone.

Absent from the meeting.

5.3 (b) Report from Police Liaison
As the monthly meetings had discontinued it was agreed invite the PCSO to a Community Council meeting.

Station Road lights out of order had been reported
Councillor R. Jones had completed Code of Conduct training.

7. Finance

(a) Payments
Clerks Wages – £566.00
HMRC – £122.00
Zurick Insurance – £1,1311.20
Hugh Gwynne Fencing (removing rubbish from play area) – £1,267.20
Hugh Gwynne Fending (cutting grass around the 2 Play Areas) – £4,032.00
Hugh Gwynne Fencing (cut the hedge as a one off) – £360.00
Wales Audit Office – £200.00

Paying the above had cleared all our reserves, but a VAT claim would be made in December. It was therefore important to increase the Precept substantially in order to cover all our costs.

(b) Donations
No requests received.

Precept/budget 2025-2026
A budget report had been given to every member, our annual expenditure was between £10,000 and £11,000. This would need to be agreed by the November meeting.

(a) Signing quarterly financial statements and bank statements
These to be prepared by the next meeting.

Full Audit 2023/2024
No response received to date.

9. Urgent business

9 (a15) Road Erosion
There was road erosion on the A40, this to be reported to the County Councillor.
